BOARD OF WORKS MEETING MINUTES

REGULAR MEETING OF THE BOARD OF PUBLIC WORKS
AND SAFETY OF THE CITY OF PERU, INDIANA April 2, 2012
The Board of Public Works and Safety of the City of Peru, Indiana met in regular session at 9:00 am April 2, 2012 with the following members present Mayor Jim Walker, Board Member Steve Gough, City Clerk Treasurer Jackie Gray and Deputy Clerk Dea Masters. Others present was Police Chief Steve Hoover, Fire Chief Chris Betzner, department heads and other interested parties. Absent from the meeting was City Attorney William Berkshire.

Motion was made by Steve Gough, seconded by Jim Walker to suspend the rules and dispense with the reading and correcting of Journal of minutes of regular meeting on March 14, 2012.

NEW BUSINESS: Peru Fire Department District 3 Mutual Aid Agreement:

Chief Betzner explained to the Board that this Mutual Aid Agreement is with several counties in northeastern Indiana in the event of a disaster, and if needed the Fire Department would offer a ladder truck as well as 2 emergency personnel.

A copy of this Mutual Aid agreement is on file for review at the City Clerk Treasurers office.

Steve Gough made a motion to enter into this mutual aid agreement, seconded by Jim Walker.

NEW BUSINESS: NIPSCO Street Cut Request:

NIPSCO is requesting permission for street and alley cut o property located at 232 W. 2nd St. to retire a 5/8" plastic gas service and to remove a riser.

Steve Gough made a motion to approve request, seconded by Jim Walker

NEW BUSINESS: Nickel Plate Trail Street Cut Request:

Mike Kuepper, President of the Nickel Plate Trail is requesting permission for street cut on W. Main St.
Mr. Kuepper stated that this curb cut will be for persons with disabilities.
Zoning Administrator Bill Gornto expressed his concerns with the light being placed in a curve and how that would affect traffic. He stated he has had concerns from residents. Mr. Kuepper stated that there has been feasible studies done and these lights are being put up all over the country.

Mr. Gornto also expressed his concerns on the liability and maintenance issues with this project. Mayor Walker stated that the crosswalk and the light placement had been approved by the Board with the stipulation that the Nickel Plate Trail is responsible for the liability issue and the maintenance of the street light.

Steve Gough made a motion to approve street cut request, seconded by Jim Walker.

********************************************************************************NEW BUSINESS: Chris Betzner: City Wide Community Involvement Booth:
Chief Betzner expressed that he would like to get a city wide community booth started which would consist of Fire, Police, City Officials, and Park Recreation, which could attend different functions such as the Reality Store that was put on at the High School. Chief Betzner expressed that there have been times that the Fire Department had to turn down participating in those events because they don’t have the manpower.
City Clerk Treasurer Jackie Gray and Chief Betzner have been discussing having such a group and Jackie stated it is something they can continue looking into.

RE: Request to temporarily close alley

Dear Members of the Board of Works

The Main Street United Methodist Church is requesting the temporary closing of the West 160 feet of the east//west alley that runs from South Miami Street to Cass Street. The alley adjoins the north church property and the south church parking lot.

The Church is requesting the temporary of the above reference alley between the dates of April 15 through Wednesday, April 18, 2012 for the purpose of a United Methodist Men Tenderloin Dinner. The area will be used for drive through service with a trailer parked behind the church for said service.

Any fire or emergency equipment during this closure can access the remaining portion of the east/west alley either from South Miami Street or the east parking lot of the United Methodist Church. If an emergency does occur and emergency personnel and/or equipment need greater access, the church will make every effort to aide and accommodate the emergency access.

We respectfully request the approval of such temporary closure and we apologize for the short notice.

This was added to the agenda:

City Clerk Treasurer Jackie Gray read the bids from the city owned vehicle that was advertised in the paper.

Jason Bowman was the highest bidder with a bid of $1,870.00 on the 1995 Chevy Blazer.

Steve Gough made a motion to accept Jason Bowman’s bid of $1,870.00, seconded by Jim Walker.

Zoning Administrator Bill Gornto stated to the Board that the Salvation Army has concerns about people knowing where they are located and would like to request permission to place a sign in the tree lawn. Mayor Walker stated that the Ordinance in place does not allow signage in tree lawns.
